Paul has announced his pre-candidacy for the 16th Senatorial District in 2024.


Elected to the House of Delegates in 2012, Paul currently serves as Speaker Pro Tempore, as a member of the Rules, Finance, Banking & Insurance, and Technology & Infrastructure Committees where he advocates for student-centered education, economic growth, greater government accountability & transparency, and controlling government spending.  In addition, Paul chairs the Parks, Recreation & Natural Resources Subcommittee and serves on the Joint Standing Committee on Finance and the Select Committee on Minority Issues during legislative interims.


Paul is a recipient of the American Conservative Union Award for Conservative Achievement, the Foundation for Government Accountability Legislative Champion Award, the West Virginia Chamber of Commerce Champion of Free Enterprise Award, and the WVCAN Legislator with Courage Award.


Paul is a past president of the Jefferson County Chamber of Commerce, the Jefferson County Parks and Recreation Commission, and the Rotary Club of Charles Town.  He is also a past board chair of the United Way of the Eastern Panhandle and previously served as a member of the Jefferson County Development Authority.


Paul is a 1984 graduate of West Virginia Wesleyan College.  He and his wife Cathy reside in Pembroke Grove near Summit Point and are the parents of three children.


Paul serves as chairman of the YLA Youth in Government Committee and is an active member of St. James the Greater Catholic Church where he serves as a Reader and Eucharistic Minister.  Among his other interests are serving as a youth softball & baseball umpire and as a public address announcer for youth sporting events.

  • Tax Reform - Paul played a leadership role in forging agreement on the largest tax cut in state history.
  • Controlling Government Spending - As a member of the House Finance Committee, Paul has helped craft and enact flat state budgets making it possible to reduce the tax burden on hard working West Virginians.
  • Education - Paul has been a champion for student-centered education, sponsoring and working for the enactment of the Hope Scholarship, public charter school legislation, and modernization of our state's home school laws - helping ensure parents and students have access to quality and innovative options both within and outside the traditional public education system. He's also worked tirelessly to ensure equitable funding for our state's higher education institutions.
  • Licensure Reform - Paul has been a leader in reducing the barriers to those entering the workforce. Paul was recognized by the Foundation for Government Accountability with their Legislative Champion Award and will continue his efforts as our State Senator to improve our state's workforce participation rate.
  • Government Transparency & Reform - Paul will continue to demand accountability and transparency across state government and his efforts to eliminate waste, fraud and abuse through regular, comprehensive audits.
